I beg to enclose copy of a Telegram, which 1

have this day forwarded to His Majesty's Minister, in regard to

certain coal mortgaged to the National Bank. This Telegram covers

the suostance of a reply (just received) from the Viceroy to the

The Viceroy cersists in claiming that there

is collusion between Fung and Chou, and he ignores my request to

withdraw the notice to sell the coal. de merely states that he had

come to that decision a month before the receipt of my orotest.

1 am forwarding, for Your excellency's in-
